Think of newspaper articles... which one is more appropriate?

1. Nurses sterilise half of all US medical devices with ethylene oxide.
2. Half of all US medical devices are sterilised with ethylene oxide.

The nurses are not important the fact that it concerns half of all US medical devices is.
