(It's is pretty certain he will. It's his intention.)

So we can use be (is/am/are) going to + infinitive for intentions, but we can also it for predictions...
Compare:
It will rain tomorrow.
It is going to rain tomorrow.

Which is more certain?

(there is evidence...)

So: be going to + infinitive where there is evidence and so it's pretty certain this will happen.

* present continuous for arrangements (things have already been discussed and/or organised)
