Staat er 'by' in de zin OF kun je dit er nog bij plaatsen?
         JA: passive
         NEE: active

The thief was arrested.
           -> Je kunt hier nog 'by him/her/them/...' bij plaatsen, bv. 'by the police'. De zin is dus passive.
