The Netherlands added new land by creating 'De Tweede Maasvlakte' in the North Sea.

Is it possible to just take land from the sea?

Exclusive Economic Zone = 

an area of sea around a country where only that country has the right to use the resources (oil, fish, space to build wind farms etc.)

EEZ

Coastal nations are granted sovereignty over the land up to 12 nautical miles (22 km) from their shores.

The EEZ stretches out from the coast up to 200 miles (370 km).

Sometimes the EEZ is smaller, why?
