When a sentence is written in the active voice, the subject performs the action;
When a sentence is written in the passive voice, the subject receives the action.

Active: The award-winning chef prepares each meal with loving care.
Subject = The award-winning chef and they prepare the meal.

Passive: Each meal is prepared with loving care by the award-winning chef
And now its about the meal that is prepared BY the chef

He had instructed the sergeant to keep her house under surveillance. Later that evening, Sgt Johnson arrested the suspect after she had left her house. The police have asked members of the public to be extra vigilant in these dangerous times.
