With any large problem you face it is hard to tackle it face on.
One approach is to break the big problem in to several smaller ones
Each of these is easier to tackle and will lead to solving the bigger problem
In computing we call this DECOMPOSITION

Questions to Consider
  1. What is the game about?
  2. Who is the audience?
  3. Is there a market for it? What’s the competition like?
  4. Which platform will it be published on?
  5. How will it be monetized? Will it be sold on a platform, or free to play with in-game purchases?
  6. How long will it take to develop?
  7. What staff and resources will it require?
  8. What is the estimated budget?
