Present Perfect:

What?: Action in past + present / unfinished time

How?: has/have + past participle (3rd form)

Compare these sentences

I lived in France for five years.
(the past simple, the action is finished)

I have lived in France.
(some point in the past, we don't know when or if the action is finished)

I have lived in France for five years.
(action continues)

'has' is used with he, she, it
