Most of the time there is no difference. 'Be able to' is more formal. 
to be able to = ergens wel/niet toe in staat zijn.

With 'able to' use the correct form of 'be'

I am able to speak Spanish
You are able to ride a horse
He/she/it is able to play the piano
We are able to read Braille
They are able to come over.
