If the time sequence is clear or there are time linkers (before/after), it is not necessary to use the past perfect.
  • I went for a run before I had lunch
     (=past simple + show order of events)

But sometimes the past perfect is necessary to emphasise the order of events.
  • When Tim arrived the party started. (it started after he arrived)
  • When Tim arrived the party had started. (it started before Tim arrived)
