1 h = 60 m , because 1* 60 = 60
0.5 h = 30 m, because 0.5*60 = 30
So 0.2 h = 0.2 * 60 m = 12 m

Which steps do I need?
Always multiply with 60 from hours to minutes, so 0.5 h = 0.5*60m = 30 minutes
Always multiply with 60 from minutes to seconds, so 2 m = 2*60s= 120 seconds. Or 0.3 minutes -> 0.3*60 = 18 seconds
