Questions present/past simple
Rule 1: With to be or auxiliary verbs (like can, may, could or would), the verb moves to the beginning of the sentence

Rule 2: With any other main verbs, you add to do to the beginning of the sentence + main verb changes to infinitive.

You are the principal = Are you the principal?
You can bring me to school = Can you bring me to school?
You were sick yesterday = Were you sick yesterday?
You use your notebook a lot = Do you use your notebook a lot?

Negations present/past simple
Rule 1: With to be or auxiliary verbs (like can, may, could or would), you add NOT after the verb.

Rule 2: With any other main verbs, you add to do + NOT after do + main verb in infinitive.

I am in class today = I am not in class today

Since the other tenses always have auxiliary verbs (to be, to have, will, shall...), we always use Rule 1 when making questions or negations with them.

Pres. continuous: He is doing his homework = Is he doing his homework?
Past continuous: They were watching TV = They weren't watching TV.
Pres. perfect: I have heard from her = I haven't heard from her yet.
will/shall future: We will come here again = Will we come here again?
to be going to future: She is going to have a baby = Is she going to have a baby?
