What is 'a flawed democracy'?

1. women & children could vote

What is a 'representative democracy'?

1. Everyone can vote for a new law themselves.
2. You can vote for a new law yourself.
3. Only the prime minister can make a new law.
4. You can vote for a representative or lawmaker.
