Are we going to eat with him?

1. correct, because it is a question we have to put the 'to be' first.
2. incorrect, because the sentence has to be: We are going to eat with him?

He isn't going to eat with us.

1. correct, because a negative sentence has not with the 'to be'
2. incorrect, because it has to be 'He is not going to eat with us'

I is going to eat with him.

1. correct, because the 'to be' has to become 'is'
2. incorrect, because the rule is: I am, he/she/it is etc.
