the speaker reports what a previous speaker said:

Previous speaker: I love singing.

Listener: What did he say?

Speaker: He said that he loved singing.

He said that he loved singing.

is a form of reported speech.

What do you notice about the tenses in both sentence? 

What’s different from quotes? 

What happens to the tense?

1. stays the same
2. I can use any tense I want to use
3. Present tense becomes past tense
4. Past tense becomes present tense

THAT

isn’t always necessary in reported speech sentences:

He said he loved singing.

Part 1.1.2 on page 160 gives you a few exceptions to the rule.
