With the verb to be and modal verbs such as can, you have to repeat the verb in the tag question. If the main sentence is in the present perfect (to have + past participle), you repeat to have in the tag question.
Examples:
  1. You can speak English, can’t you?

  2. You have explained this to me before, haven’t you?
