Could is the formal way of asking someone to do something for you.

Even more formal: May I .....

Would you mind......

Very polite expression. 

You don't only ask permission, you also check if someone else won't be bothered by your action. 

eg: Would you mind if I close the window?

Would you mind lending me your pen?

If someone asks if you: "Would you mind if I borrow your pencil?", how do you let them know it's okay?
