Use:
  1. Have to expresses strong obligation. The obligation comes from 'outside'  - the law, school rules, parents: - You have to pass a driving test if you want to drive a car (law).  - You have to start school at 8.30 am. (school rules)
  2. Don't / doesn't have to  means that it is not necessary. - You don't have to do the washing up, I 've got a dishwasher.
