IF
If means: 'als' or 'indien' 
You use it when you are not sure if it is going to happen
OR
to talk about a condition (voorwaarde)

If I win the lottery I  will  buy a new car. (voorwaarde)
If you're not too late, you could still make it.  (onzeker)

WHEN
When means: 'toen' or 'wanneer'
You use it: 
When you know for certain something is going to happen.

I'll call you when the airplane has landed.
When I get home, I will clean my room.

'If' sentences  (conditionals - voorwaardelijke bijzin) - 4 kinds -

  • 0: facts - If water reaches 100 degrees, it boils.
  • 1: real or likely situations - If you leave now, you'll be in time.
  • 2: unlikely or hypothetical situations - If I won the lottery, I would go travelling around the world.
  • 3: situations that cannot be changed - If I had studied for the test, I would have passed. (But I didn't study, so I didn't pass.)

if/unless + present simple + will/ won't might - for a future possibility
if + past perfect + would have + past participle - for hypothetical situations in present or future, suggestions and advice
