Americans began celebrating Independance Day on 4th of July, 1777, with the first official celebrations taking place in Philadelphia. At that time, the United States did not have a president yet because the country was still under the Articles of Confideration. The first president, George Washington, did not take office until April 30, 1789. So there was no U.S. president who was governing the nation.
