Why do you think Lieutenant Kotler was transferred to another place?

It seems that he had an affair (or wanted one) with Bruno's mother, because earlier there are references that she seems much happier when he is around, she calls him 'precious' and here, in ch 16 Bruno says that before Kotler was transferred, his mom and dad fought a lot.

Beside it being a flash-forward, this also shows how much the boys/all people are alike once one takes away everything that makes them look different, such as clothes/haircut/environment.
