The focus is on the action taking place – decorating – 
and the action is unfinished.

The focus is on the finished result. The activity is finished but we can see the result now.

Relative pronouns
You can leave out relative pronouns if:
  • it is a 'defining relative clause'
  • the pronoun does NOT relate to the subject
  • there is a pronoun behind it
