The rule:
a form of TO BE + Voltooid deelwoord

 Passive

With the passive it is not important who is doing the action, but the action itself is important.

Someone broke our kitchen window. > active
Our kitchen window was broken. > passive

''who''

If you do want to say who is doing the action, you can add ''by'' at the end of the sentence.
