Explanation: William II
In 1840 William I was succeeded by his son William II

William II also wanted to rule like his father but from 1845 unrest in the Netherlands increased.

There was hunger and disease in the Netherlands and in other European countries the people revolted agianst there kings

- faced the threat of a revolution in his own country, especially in 1848. 
- All around Europe revolutions dethroned kings... uh oh!

Thorbecke to the rescue! 
To prevent a revolt in the Netherlands, King William II tasked Thorbecke with the design of a new constitution in 1848.
Thorbecke was a liberal and wanted to limit kings power and give the people more of a voice!

Changes
- King doesn't decide what happens anymore, parliament does
- Second Chamber is chosen by people
- Rich male, 23 years or older is allowed to choose this part of the government
- Second Chamber aare allowed to initiate and amend bills (before 1848 only king was allowed to do so)
- First Chamber allows/approves laws 
- Government (king + ministers)  has to answer to Second and First Chamber (before 1848 they answered to the king)
- King's power has diminished, but he can't be dethroned anymore = inviolable
Government is now responsible for the kings behaviour = ministerial responsibility
