Example
Requirement: The main colours are red and blue

Outline: We, the group, decided that the background of the website had to be blue. The text will be red.
Explanation: We decided this is the best course of action because we want to make the website as ugly as possible.
Fulfil requirement: This choice fulfils the requirement in every way. Mr Lawson did not state how he wanted us to use the colours. We just had to use them, hence our choice.
