Modal verbs
There are several modal verbs:
can - could - have to - should
You don't change the form of a modal verb.
Exception: have to

When you talk about obligations. There is no choice.
Example: We

fill out this form first.
Should
When you want to give an advice/ tip.
Example: You

eat something.

When you ask for permission.
Example:

What people/ animals/ things could do in the past.
What is possible.
