SUBJECT ( or object) of a sentence
                      Seeing is believing.
                      Fishing is fun.
After prepositions
                       I am keen on visiting castles.
                       She is afraid of driving a car.

After some words we use TO+ VERB form:

After some words: BOTH are possoble BUT different meaning
