Sinds de middeleeuwen gaven kerken hulp aan arme mensen, zoals onderdak, geld en brood.
Door de discussie over de sociale kwestie ontstond het idee dat ook de overheid wat moest doen voor burgers die minder goed voor zichzelf konden zorgen.

Through a revolution, the means of production were placed in the hands of the state.

Trade unions and political parties were founded. They stood up for the working class (social group).

Socialists also stood up for the working class and wanted more equality between rich and poor.
