Step 1- how to write an urban Legend
First answer the next questions:
what or who is the story about?
Where did it happen (place)?
When did it happen (time)?
How will it end?

Step 2 - how to write the beginning
The beginning of your story:
Come up with a title
Then write an intro: Tell where and when the story took place and who/what is in it: Also write it as if it is a true story.
"This is a true story about an unknown beast in the ocean of Japan. It all started in the summer of 2000 in the middle of the night."

Step 3 - how to write the middle
The middle of your story:
tell what happened en how it happened.
Explain "Many guests disappeared during the summer holidays in Japan. They say that when you go swimming in the sea after 6pm a big beast will take you into the deep ocean. It seems that it is looking for someone to play with... or maybe it's hungry?There are some unclear pictures of the beast."
