It is used to talk about an activity that continued for a longer period of time, but eventually stopped. 

She was dancing last night, when the door bell rang. 
She was enjoying the party. 
They were having fun at the ball.

The past continuous vs. simple past
The past continuous and simple past can be used together in a sentence. The longer activity = past continuous and the shorter acitivity = the past simple. 

See the previous example. The past simple is often used for the activity that interrupted the longer activity.
