Structure of a problem-solving essay

Introduction
Standard rule:  (1) Introduce the problem, (2) refer to the question and (3) say how you will approach solving the problem.
(1) Global warming is the cumulative rise in average global temperatures on earth measured over a long period.  Since the late 19th century, average surface temperature has risen about 1.18 degrees Celsius, causing natural disasters like hurricanes, floods, and avalanches.  (2) To protect the environment from the harmful effects of global warming, (3) authorities should take responsibility and take measures on national and international levels.    (62 words)                                                                                                                                                                                                                              (2 and 3 = thesis)
