Make sure the units are the same before expressing as a ratio

1 year = 12 months

If you multiply or divide both parts of a ratio by the same number, you get an equal ratio

(Lowest terms = simplest form)
To write in lowest terms you divide both parts of the ratio by the Highest Common Factor
450 g of sugar to 1 kg of flour                            ( 1kg = 1000 g )
450 : 1000 = 45 : 100
