Be able to is possible in all tenses
but "can" is possible only in the present 
and "could" is possible only in the past for ability.

must - for personal opinions
should -  for advice
have to - when somebody in authority has said it is necessary to do.

Ought to - zou moeten (more formal than should)

They ought to do more exercise.

Might is an extremely polite way to ask permission.
