If the time sequence is clear or there are time linkers (before/after), it is not necessary to use the past perfect.

But sometimes the past perfect is necessary to emphasise the order of events.

When Tim arrived the party started. (it started after he arrived)
When Tim arrived the party had started. (it started before Tim arrived)
