The Past Continuous is used when:

Something was happening (for a while) in the past; it was going on at that moment. 

Was/were & verb + ing

Indication words
For the Past Continuous:
When, while 

The doorbell rang, when I was cooking dinner.
The phone rang, while I was setting the table.

Past Continuous vs. Past Simple 
You use the Past Continuous combined with the  Past Simple to indicate that something happened (short action: Past simple) while something else was going on/continuing (longer action: Past continuous). 


Example:
I was reading a book when the phone rang
I was washing my car when the accident happened
