  • Rome was first a city-state, built on seven hills, close to the river Tiber
  • First, Rome was ruled by a king (monarchy). The king: 
  1. Decided who lived or died 
  2. Made laws 
  3. Led the army 
  4. Was advised by a group of wise old men: the senate 
  • Later, Rome became a Republic with two consuls who 
    ruled together
