Past continuous because we focus on the activity in contrast to the "when" clause.

Present Simple Passive

Did the postman deliver any packages this morning? 

Were any packages delivered by the postman this morning?

Past Simple Passive

She put a lot of things in the basement. 

A lot of things were put in the basement (by her).

Past Simple Passive

They have predicted bad weather. 

Bad weather has been predicted (by them).

Present Perfect Passive

Tony and James ...... tennis for hours ! They must be exhausted.(play)

Alice .... medicine for three years, and she still has three more years to go.(study)

I .... to get hold of my sister for ages. (try)

He..... for his exams all weekend, and now he is exhausted. (revise)

Perfect Simple or Continuous

The main difference between the Present perfect simple or the present perfect continuous is the emphasis (nadruk/focus) on the activity. This emphasis can be both positive and negative. 

So if you want to complain you can use the continuous form.
