A collective noun is a noun that represents a group of people, animals or objects.
In American English, collective nouns are usually singular but in British English they can be either singular or plural.
The band is playing. (USA)
The band are playing. (UK)
The government is expected to announce its tax proposals today. (USA)
The government are expected to announce their tax proposals today. (UK)
