These factors increase  the chance of becoming criminal, it doesn't mean you will.

Do these risk factors make people criminals?

1. No but it increases the chance
2. No but they decrease the chance
3. If one of these factors applies to you, you will be a criminal for sure
4. If one of these factors applies to you, you will certainly not become a criminal

• parents who are criminals themselves

• Alcohol is a factor in 40% of violent crimes

There is less social control. Which means that there is less change of being caught for a crime. In cities people can lead an anononymous life.
