Check-in baggage always needs a label wich contains:

With the claimtag the passenger can proof that it's his luggage. A passenger receives this stub at check-in and needs to preserve it in case of transfer or luggage problems

Limited release
When you are a SSDOP greeter and notice a suitcase is damaged the passenger needs to fill out a limited release label at the service desk.
Examples:
-broken handle
-ripped handle
-ripped suitcase
-missing wheel on a trolley

Limited release is not handled at the SSDOP because:
the SSDOP process need to be quick service
SSDOP labels are self-adhesive so there is no space for limited release information on the back
