They both mean fairly (best wel)
In favourable (positive) comments: 
  • It's quite warm, let's go swimming. (best wel)
  • It's rather warm for November. (surprisingly)
In unfavourable (negative) comments: 
  • The book is rather boring.

Two meanings of quite
Fairly (best wel): 
  • The food is quite good at Charley's. (=fairly good)
  • The test was quite difficult. (=fairly difficult)
Completely, totally (helemaal):
  • What you say is quite ridiculous. (=totally ridiculous)
  • He is quite different form us. (=completely different)
