Step by step passives

1: What tense is the original phrase?

2: put the verb 'to be' in that tense. (For example was for past simple) 

3: Put the original verb in the right past participle form . (For example stole --> stolen)

4. Take the object from the original sentence and make this the subject. 

They have offered a reward of 5000 for information.

Sarah and John are writing a letter to everyone to inform them of the changes.
