obligation
must and have to can often be used without a difference in meaning. But note the following:

Must + infinitive without to --> present tense only. For all other tenses use to have
They must/ have to sell their house. They had to sell their house. 

Must --> used for a goal for yourself  I must lose a few pounds.
           --> used for strong advice            You really must learn when to keep quiet.
have to -- > Have to is often used in questions (rather than must). Do we have to do the test?
                -->the obligation comes from somebody else.   The teacher says we have to copy these                                                                                                                        sentences.

other ways to express obligation
be supposed to + infinitive --> an obligation which is different from what really happens. 
We were supposed to be at the museum at four o'clock. 
should + infinitive / past: should have + past participle -- > to talk about the right thing to do, but which is different from what happens
They should leave the shy girl alone. 
ought ( to mean should) 
They ought to reply to the letter today.

can / past: could --> permission --> mogen / kunnen                                        You can take a day off.
let                              --> permission --> toelaten                                                          Mum let me stay home today.
be allowed to      --> permission  --> toestemming hebben / mogen           I was allowed to come 5 minutes later today.
may ( in the past: was/were allowed to)  --> formal English                             You may enter the ballroom now, Sir.

don't have to   --> no obligation -->  niet hoeven: moet niet, mag wel I don't have to hand in my homework on Magister this week.
don't need to --> not necessary -->  niet hoeven: niet nodig                   You don't need to call me back today.
needn't --> not necessary            -->  niet hoeven: niet nodig                    You needn't have bothered.
