We use the present simple passive or past simple passive when:
  • We want to focus on the action more than the person who does or did the action.
    The bridge is repaired. 

  • When we don't want to say who does or did the action, or when it is obvious who did it.
    Sara's hair was cut.

  • When we know or want to mention who did it, we use by. 
    The articles are written by the students.

Present simple passive:
- am/is/are + past participle
- the river is cleaned every year.
Past simple passive:
- was/were + past participle
- The book was published in 2017.
