Representatives of European governments make agreements. 
Chosen European representatives create bills (a proposal for a law)

If made into law, all EU countries must abide by them.

This creates a level playing field for companies operating in Europa: they have one market with the same rules within which they compete with other companies, and it makes sense to design products for these rules.
