Rule 1: To be and auxiliary verbs
(?) These verbs  will be placed at the beginning of the sentence. 
(-) You place not or n't after these verbs.

Rule 2: other main verbs 
With any other main verb, you add the verb to do.  

(?) To do + hele werkwoord. 
(-) To do + not/n't + hele werkwoord

In both cases the main verb changes to the infinitve.
