  • History of the Roman empire can be divided into three political periods:
  1. Kingdom
  2. Republic (actually an aristocracy).
  3. Empire

 Rome was a city-state. It was ruled by a king/monarch and the senate.

  • One consul would check the other. So there would not be a tyrant.
