You use a passive when in Dutch you say 'er' of 'men'. In English you start with 'it'

Er wordt gezegd...       - It is said

Er was besloten...         - It was / has been / had been decided

Er werd gedacht...        - It was thought

Er is gevreesd...             - It has been feared
