Scenario
You are a law enforcer on duty in a busy city center. It’s early evening, and you are patrolling the area near a popular shopping street. You notice a person standing alone on a street corner, who seems to be acting out of the ordinary. This person is frequently looking over their shoulder, and they seem to be staring at the people walking by in a way that makes others uncomfortable. You are not sure if this person is a suspect, but their behavior stands out and could indicate a potential threat or a need for closer observation.
