When to use what? 
Past simple: 
- an activity started in the past and is now over. 
- Often used with time indication. Yesterday, a month/year ago, date etc.  (remember LADY)
Present perfect = 
- an activity which started in the past and is still going on OR is still relevant today.
- Often used with signal words such as 'since, until, yet, for'.

See the difference
- I learn English. --> present simple --> Feit
- I am learning English. --> present continuous --> Nu
- I learned English. --> past simple --> Afgelopen
- I was learning English. --> past continuous --> Afgelopen
- I have learned English. --> present perfect --> Het is gebeurd (voltooid) en heeft ook nu nog invloed.
