I will not work under the influence of alcohol or use, or be in possession of, illegal substances (including drugs) on Solidaridad premises, vehicles, or accommodation. 
I will not smoke tobacco (cigarettes, cigars, and the like) on the premises of Solidaridad. In case one prefers to smoke, this is only allowed if smoking zones are assigned on the premises. Even then one must ensure that co-workers are not disturbed.

Gifts.... 
Even when the giving and acceptance of gifts is normal cultural practice I will reject monetary gifts or inappropriate gifts from governments, beneficiaries, donors, suppliers and other persons, which have been offered to me as a result of my employment with Solidaridad. 

However, if the gifts are a normal cultural practice, I will ensure that such gifts are within the limits with a maximum of a 40 Euro value. I will report any gift to the line management and hand them onto Solidaridad, to be shared with colleagues.

  1. I will refrain from fraud and theft and will report immediately if I witness one of these cases or have strong suspicions that they are taking place. 
  2. I will refrain from seeking tax avoidance in the execution of my job and will point out to my manager if I see (risk of) tax avoidance taking place 
  3. I will ensure that my relationships and behaviour are not exploitative, abusive, or corrupt in any way, and I will not engage in any form of sexual abuse, assault, or exploitation of any persons of any age. 
  4. Develop my moral compass, I will seek consultation with my colleagues, participate in training and moral deliberations.

In this Whistleblower protocol we set out 
the ways to “speak up.” 
If you are in some way part of a situation of misconduct, we urge you to speak up. 
You may be a victim, a witness, even a perpetrator. 
As a member of the Solidaridad Network organization, you bear the responsibility to act

  • Receives anonymized reports from IA’s for registration, analysis and general reporting at a consolidated network level
  • Receives cases that are escalated from the REC by MD and/or IA, and deals with them in alignment with the ED

  • The GIC disperses these anonymous reports to the right person / level in the integrity system.

Anonymous reporting
  • There are two ways in which an anonymous report are possible: 
  • a direct report to 1. the Integrity Advisor or to  2. the External Whistleblowing Organisation. 
  • However, your identity will only be known to the Integrity Advisor or to the External Whistleblowing Organisation. This is to prevent anyone from easily accusing anyone of anything. 
  • In the reporting and investigation your identity will be protected and you will remain anonymous for others. 
  • Anonymous reports are sometimes more difficult to follow up, please be aware that should it be not possible to resolve the issue without revealing the individual’s identity we may not be able to fully and completely complete the investigation. Therefore, non-anonymous reports are encouraged.

False reporting?
  • reporting must be done in good faith. “Good faith” does not mean that an individual has to be right. 
  • not be of a malicious intent and the complainant must have an honest belief that the information provided is truthful. 
  • It is a violation of Solidaridad’s Code of Conduct to fabricate false claims and doing so results in disciplinary measures. 
  • However, no disciplinary measures will be taken against staff reporting a genuine concern that later proves to be mistaken or misguided.

Example method
1. State the problem as dilemma: yes or no, e.g. "Can I accept this donor?"
2. Who are the stakeholders? (direct, indirect)
3. What rules / laws are relevant?
4. What options are possible based on which arguments?
5. Determine moral choice (often principle arguments above practical/consequence)
6. How do we limit damage for others (see question 2)?
7. Will I really do this (answer 5)? (if not, go back)
